  • Proposal: Viridale Outpost Reconstruction

    To the Sundren State,

    I, Cora Kelm, as well as the undersigned, hereafter referred to as Party A, would like to make a proposal to restore the abandoned outpost that lies on the eastern border of the Viridale forest.

    Since the Second Sundering, many were forced to flee the city and abandon their homes that were either destroyed in the rising or destroyed by the Black Hand during their failed invasion of the city. Further, as some of you may have heard rumor, many of the animals in the valley have been displaced by the poison that destroyed the Grove that once existed within the forest. Now many of the animals intrude on the towns, cities, and populated locales that remain on the ground. They are starving, scared, confused, and will attack any traveler they happen upon in their state of dementia.

    It is here that Party A wishes to make use of the abandoned outpost and begin restoration of the dilapidated structure to make use of it, not only as it was before the Second Sundering, a safe haven for travelers and to keep an eye on events in the forest, but also the beginnings of a new locale that may eventually grow into a village, or even a city, for those that were displaced during the war. I, myself, would also wish to make use of it as a safe haven for the displaced animals of the forest and would help care for them until such time the tainted parts of the wood can be made safe for their return.

    Party A has brought this matter up to one, Myrios Lady Emiliana Blackwell, commander of the 10th Legion, and hereafter referred to as Party B. Party B has warned Party A that she will be unable to lend any direct support but has given her consent so long as Party A is willing to support themselves but it be in deference to the Sundren State and Emperor Verinus Nautius, the rightful ruler of Sundren. Party A accepts this and will honor the rightful rule and law of the Emperor and all branches of his Legion. Party A has no intentions to usurp this authority and merely wishes to make use of the land that may be so graciously provided to them.

    In regards to the maintenance and protection of the restored outpost, Party A intends to seek from those willing among the lawfully ruling noble houses in Sundren as well as any individual that would be willing to serve the Emperor. We have already received promises of support from House Ulsteris and Hellstrom. Lord Quintin Ulsteris, in fact, has been active in his quest to find homes for the displaced people in Sundren, and will most likely become a key member of Party A. All noble houses that lend their aid and signature to this proposal will be collectively referred to as Party C.

    In regards to dealing with the tainted forest, Party A wishes to also make an alliance with whatever remaining members of the Wardens of the Vale in the valley as well as any other druids, nature worshiping clerics, rangers, and other goodly folk that love and respect nature, hereafter referred to collectively as Party D. Party A would like to forge a stronger relationship with the state than Party D had in the past and will require all members of Party D to offer the same deference to the Emperor and his state in this new alliance with the understanding that the Emperor also wishes to see the Viridale Forest cleansed of the blight upon his land.

    With the basic structure of this proposal now laid out, the following will contain individual passages or amendments made by the individual members of Parties A and C containing their approval as well as any conditions for such approval with their signatures.

      ((Yo. This proposal wasn't drafted until after conversations took place. It's impossible for anyone to have seen and therefore object to their name being on said proposal. Basically, none y'all seen nothin'. Feel free to react with outrage and suggest mistakes were made when you're actually shown the proposal.

      To be clear, no one could have known about the proposal's existence, therefore you can't get freaked out about your name being on it, meaning you can't approach someone who has a copy of the proposal to have your name removed, so any action taken that would necessitate knowledge of the proposal's existence did not happen. Reading counts. Carry on.))

          With respect to the wishes of the following signer, I, Cora Kelm, make this amendment as binding to this document and to hold true to it as if it were a part of the original agreement.

          Party A agrees to stand united with the Emperor and his state against the forces of the Black Hand and its allies, the Bloodmaim, and the servants of Blood in this vale.

              Precise, neat handwriting adorns the parchment.

              I can attest to the personal character of Miss Cora Kelm, referenced as Party A. She has been entrusted by me to cut and refine several valuable gemstones, and Miss Kelm was thorough in her work as well as prompt in returning the items to me.

              Furthermore, she has proven herself to be open to ideas and suggestions regarding this proposal, and she has expressed what I feel is an honest desire to abide by the will of the State.

              I fully endorse this request as it has been written and amended.

                I, Quintin Ulsteris, do hereby formally acknowledge and promise my support towards the goal of restoring the aforementioned outpost residing within the Viridale forest to working order under the ownership of the Sundren Government and the rule of our Emperor. House Ulsteris will provide workers necessary to the refurbishment and restoration of the outpost until such time as work is deemed finished.

                    Amendment II

                    With respect to the wishes of the following signer, I, Cora Kelm, make this amendment as binding to this document and to hold true to it as if it were a part of the original agreement.

                    Party A agrees that no single laborer begin work as well as no refugee or citizen take up residence in this site until a devoted military force be sent to secure the locale. This force must stand at least at a 1:1 ratio with the laborers and no less than a 1:3 ratio with the citizens. The force may be a militia provided it adheres to the following second condition.

                    Party A also agrees that Hellstrom house guards or affiliated corporations such as Blackwood are not to be entrusted in the enforcement of law within the settlement itself. Contracts to protect against the outside forces such as the Black Hand, bandits, and the creatures of the forest in the immediate territory outside the walls is acceptable. The policing of the citizens within must be done without them.
