Following our earlier meeting I have given more thought to the issue of relocating the city. As previously mentioned sails would not be practical at present, the absence of a stabilising keel or other drag would leave the city completely at the mercy of the wind. Given the frivolous and irresponsible nature of the deities who govern such things over land, no doubt they’d simply crash your fair city into a mountain in order to see what noise it would make.
Your suggestion of dragging the city overland with the aid of slaves and other animals does hold some merit, if you were inclined to put the mages of the city to use you may also consider lodestones or other magical means to assist. In times such as these it is no doubt easier for a nation to raise a great deal of cheap manpower rather than wasting valuable funds and time on arcane matters.
Once the city has made it to the sea and a portion of its mass lowered into the sea then sails will be effective. In return for a suitable, sacrifices, offerings and a portion of the labour force who moved the city the Temple of Umberlee I, as incumbent high priest, will do all I can to ensure favourable winds so you can move the city and smash your enemies upon the seas.
The rates and tithes for seeing the city safe in the coming years will be very reasonable, given the many years of mutual benefit this temple and your state have had.
