You have my sincerest apologies for not formally expressing my gratitude on all matters thus far. Your word carried great weight with the smith that "shoed my horse," so to speak. His work was outstanding, and I'd recommend him in turn to any other. More importantly, however, I owe you word on the infirmary matter. You've invested personal time on this, for which I'm very grateful.
Based on the needs of the population, I envision a small building with at least three rooms for storage, bed rest, and emergencies such as surgery or quarantine. A small shrine for for the Father would bring hope and cheer within the ward as well.
I had thought the property adjacent to the temple of Jergal would be cheapest, but as you said, would strike a morbid tone for patients. The bustle of the Exarch's or militia headquarter basement may prove to be too much noise for those needing rest. I have noticed several burned out buildings and would think a project to rebuild one may offer hope and jobs to the citizens.
I have some remedial experience with carpentry, but no patience with bookkeeping. I will begin searching for financial backing and some partners for the project. Any recommendations you can make would be appreciated - I have admittedly not met many of our militia men, and, should their arms be willing, I'd arm them with hammers.
