Planning battles is not what I am best at, which is why I call upon you. I feel bold action must be taken to break the blockade of the Luskan Fleet. While I feel strongly this is needed I lack the resources or the experience to plan or fund such an endeavor. I only ask the followers of the most holy Lady to view the situation and consider means to cause the ships to return to Luskin. A temporary reprieve may be all that is needed to achieve a victory in the long run. If a plan comes to fruition that has a chance to succeed, I hope you will press the government toward implementing it. Any assistance I can give will be granted.
