Master Greenwich,
Just this day, in the Exigo Trade Camp, there was some trouble with an orc named Grag. It seemed entirely intent on fighting, not putting up its weapon, or removing its faceguard. At one point, it even charged a guard of the Exigo, and was just barely convinced to stop its hostile activity. But this hardly was the end, as it continued to run about, making more of a raucous, and continually stating its intention to want to fight.
Once again, I must enforce the fact that it continaully kept declaring its desire to fight, and how it wished to even fight particular people in the camp. After trying to explain to the creature that he will need to get registered in the city, it eventually became clear that it simply did not have the capacity to even understand this concept.
It just kept stating something akin to that it did not want paper if it could not eat paper. No amount of explaining that it must have papers made a difference. It just began declaring it would fight every guard in the Valley if it had to. Suffice to say, the creature was incredibly lacking in intelligence.
Eventually I had to begin demanding that it leave the camp, lest the people there be put in danger. It eventually left, but it lasted only a few moments, as it then came rushing down the northern road, charging myself and two others. I had pulled my blade by this point, as did a companion of mine, Miss Rastellia. Miss Rastellia put herself between the large orc and Mister Cirion, as I was beside Miss Rastellia.
The creature began demanding where a man named Alex was, and speaking of dead things. I told him several times he must leave, but it just demanded over and over, and I decided before anyone would be put into danger, it had to be subdued. So, I knocked the creature unconscious. My intention was to drag it to the Legion, and let them decide what to do with the situation, so innocent people would not be attacked by this creature.
Oddly enough, it immediately got back up, and ran off. I hoped that was the end of that, but it was only a minute later it arrived again, even glowing with magical effects. It attacked me immediately from behind, and I was forced to put it down once again, lethally.
It, of course, did not seem to last for long, as the creature showed back up in the Exigo camp just minutes later. I'm not sure how to explain this occurance, but there it was.
Eventually it was driven out of the camp again, fortunately.
My worry now, however, is even if he somehow does end up applying for his papers, however that might come to pass, is there some sort of requirement for such? Because this creature is not safe, in the least. It is going to hurt someone, if it has not already, for all I know. It simply refuses to listen to anyone saying it can not attack people, instead declaring over and over it will attack anyone and everyone it likes.
Is there a certain level of cognizance required so they can be certified by the state to be considered 'safe' to the people of Sundren? Forgive all my inquiries, but the situation had myself, and many others at the camp, rather worried to the nature of such things.
If there is no such requirement, currently, perhaps this could be arranged? Otherwise, having orcs of ill temper and constant desire for battle even in civilized areas is going to lead to a bloodbath eventually, no doubt.
Thank you for your time in reading this, and all the Legion does to help the people of Sundren.
