Darius Blackwell has begun his petition, and the following parchment is presented to those he comes across. Any willing signatures are gathered and added to the list.
To the Greater Assembly of Sundren’s New Moon,
With the passing of the Vellik family, the Vellik Act was enacted, which did require all those who worship Shar and the tyrant Bane to register their worship with the Legion of Sundren. Since that time many have come forth and thus registered their faiths and complied, some of whom might have been peaceful all this time.
I challenge that this is not enough to protect the people of this valley from the threat which is the Black Hand. Seems not a day passes where one might be confronted by his priests spreading near-blasphemous messages of hate and strife. It is no coincidence that they dress in similar fashion, some of their armor being perfect in uniformity. The Black Hand need not hide when all it must do to hide its presence is deny membership. His worshippers hide behind the Vellik Act and our law, even now our civil courts are filling with complaints from worshippers of Bane hiding behind the pretense of ‘wrongful persecution.’
In my time amongst these people I cannot count on my hands how many times I’ve been forced to get up and walk away because an otherwise pleasant setting became tainted by their messages of hate, and the way they denounce the other goodly gods that have for so long protected and guided this valley, being unable to act for want of obeying the law of Sundren.
Black hand soldiers, assassins, profane priests, and their vampire soldiers roam the valley at night and strike in places that are least defended and how? Because it is well known of their ways of magic, the Hand and the Triumvirate have known for some time that they’ve means of teleporting themselves all across the valley, and even have the capabilities of transporting captives with them as they please and at will.
The Black Hand is the single worst threat this valley has ever known, and by its hand and soldiers Kelemvor was stripped of his power and Myrkul now sits upon his throne once more. They will continue with their dark plans and we must stand firm in denying them any mercy or quarter. If they would turn away from their faiths then let them do so. But we cannot continue to sit in denial of the fact that the Black Hand is present, they are well-organized and equipped, and they are a valid and very real threat to the innocent people of this valley.

I directly ask that the worship of Bane be outlawed, that these people may defend themselves lawfully and make a stand against the black-hearted tyranny he would hold us all under.
