    After hearing of the attack on the Military Ward, and the heated words that followed out of various locations and postings, Cybil makes her way through the streets of Sestra to judge the peoples mood. She knows that it was not the Legion that helped the people here when they needed help the most, but the rebels who have committed the recent acts. She knows she will find more sympathy for their cause now - the people will remember what the Veritas did for them, and what the Legion did not.

    As she listens, she becomes more entrenched in her ideas. The people need a Shepard, or as one rather boisterous outspoken bard said, a Shepherdess. They frequently called her the Blue Grace in the sleepy little town by the sea. That was irrelevant. Some continually asked her if the statue was supposed to be her, that to, was irrelevant. The Veritas had helped the people during their time of need, also, irrelevant. The legion stood by while their homes were over run by the Slitherscale, Naga and Yuan-ti; all of this was irrelevant.

    Current leaders in the City's temple wanted revenge... they claimed it in the name of Justice. It was not, nor ever had been the Veritas' methods to attack civilians. This was a war between two brothers - a war she had tried to stop long ago. Diplomacy had worked, but until the acts were laid at the feet of the Legion. She had tried so many things to help the valley as a whole. It was time for her to focus on what mattered to her the most now, the people of Sestra. To keep their minds clear, and out of the fight between two Giants; not to get caught up in the tides of that war. She would stay and remind the people of Sestra that there were bigger things for them to consider; keeping their families safe, fed and free. She would focus her efforts here, and let those that thought they knew better on how the outcome of the many wars the valley fought - but she would not brook any incursion against the freedoms, civility or subversion of the people of a tiny, little town of good, hard working people.
