I think there was a good point mentioned. A more neutral location as a tavern. It's not that I think the taverns in the PW, currently, are useless. In fact, I like quite a few of them. I've always been a huge proponent of the Four Lanterns, and tried to convince people to attend its pleasantries more often.
But even the Four Lanterns is only a hop, skip, and jump away from the city of Sundren. And while there are some others, like the one at Avanthyr, you still need only look around the settlement to notice the heavy presence of the Legion.
I know maps take up a great deal of memory allocation on a PW, but what if there was another 'generalized' area, like the Crossroads, but had a tavern? And it could be worked in as lore, to boot.
I think a great place for it would be between the road from the Gates of the Sunderer and the actual city of Sundren. It'd basically be a tavern that was created as a rest stop for merchants traveling upon such a road. And... now, this is turning into a suggestion and soap box thread!
