To whom it may concern,
My name is Kai Nightwind of the Vigilant Eye. It is possible you have heard of us in the recent times as my men and I have assisted both the Exigo soldiers situated upon the Sharahan Hills as well as the guard encampment located within the Viridale Forest on more then one occasion. And it is my hope that these tasks as we have done and will continue to do will show you our genuine concern for any danger that might cause a disturbance of the peace upon your port.
There is a man that goes by the name of Nocte Tempore. <the next few lines work in detailed description of Nocte as well as his usual form of dress>.
As of today, a young woman by the name of Kuroi Hikuri approached us with this particular man in toe and explained accordingly that he had posed as a member of the guard; along with that he was allegedly meeting with a man named Conrad where he wanted a verbal message delievered to another in regards to certain targets being taken out. The presence of Kuroi and Nocte in the same locale and the capture that ensued can be further attested to by one Ash Redmane.
With a few other questionable activities on his part, the aforementioned is without a doubt the more serious one on hand. My second in command, has theorized that Nocte may not be well, mentally anyway. What he means is that although Nocte may have very well done the actions stated above, it may be the evil within him that causes him to do this. I have no idea wha the hell that's supposed to mean but I am assuming he refers to the dark magic Nocte is privvy to using.
Either way, if you do not take him in for questioning, then I would request at the very least you have your guards keep an eye upon him when he is within your walls.

P.S. My apoligies to your guard for the eye and lip I was partial to giving him. He was doing his duty as he questioned the lot of us down at the docks speaking with Nocte. My actions were overextended and uncalled for, my apoligies, and my respects.
