    To the honorable Lady Alustriel and the Council of the Silver Marches, greetings in haste.

    The situation in Sundren is worse than we were led to believe by the Exigo stockholder. Yesterday, a great horde of goblins swelled up from the lower levels of the caves where the syndicate was planning to resume mining operations; they numbered at least two hundred and exhibited military discipline and good-quality equipment. I accompanied an expedition that put them down, however ambushes of travelers in the hills continue incessantly. Needless to say, Exigo's estimates of when the mines will come back into operation were overoptimistic by half. If the goblins stopped and ran away this very day, it would still take weeks to replace lost personnel and equipment before the mines would become productive again.

    The report that you requested on the goblin situation will come in a few days; the conditions in which we entered the caves were not conducive to extensive study. I was able to reclaim a few manuscripts from the lair of the chief, and my examination of those will be appended to the report.

    As for other matters, the so-called Mossclaw Alliance in the Viridale Forest is currently well-contained by regular Sundren military units and the Red Blades. The road to the city is especially fortified, and there are no fewer than a score of soldiers on watch at any time, with more less than an hour's march away. However, there have been recent rumors that the gnolls are gathering their strength for an attack -- there are always such rumors, but the fact that they exist is troublesome in and of itself.

    Most troublesome of all, however, was the matter of the ghosts of settlers near the town of Sestra, and of the being that feasted on them, cursing them to their doomed existence. I will write a detailed report of these events later, when they are not so fresh in my mind. Suffice it to say, however, that Sundren is beset by many threats, some of which test the minds and sanity of even the most dedicated individuals.

    Due to the nature of the threats opposing Sundren and the importance of keeping the northern border strong, I am hereby requesting an extension of Emergency Diplomatic and Martial Authority, pursuant to the Velvet Glove Act Article IV, Paragraph III and all applicable laws of Sundren, for the purpose of assisting regular armed forces and freelance adventurers with these threats. The ability to engage threatening parties in armed action or negotiation without a clear and present danger will certainly be necessary if the delegation here is to be any use at all.
