Commanders,
This message outlines a proposal designed to enlist citizens and refugees of the City into positions of necessary need both as soldiers and craftsmen. Recent events have heaped an abundance of problems upon the City of Sundren and the surrounding Valley, lessening our force of defenders and those able bodied to see to the labors required in maintaining and rebuilding an empire.
The goal of this program is to rekindle hope within the populace and offer those who sit idle a chance to reclaim their dignity and honor.
The program is as follows:
2 Division Program
1st Division = Defense
2nd Division = Crafting and building
Defense Recruitment (1st Division)
Using volunteer members of the City to supplement the defenders of the city and begin to expand patrols back out onto the roads and secure trade lanes. The program shall proceed as follows:
- Individual members of military defense such as members of the Legion, Triad, or Helmites (for now only Helmites would enact this program unless other organizations wished to be involved) are assigned three volunteers from the population that wish to serve, namely refugees but all citizens would be welcome to participate.
- Each of the three volunteers would be required to swear an oath of obedience and duty to the City of Sundren and her Emperor with the understanding that betrayal of the oath will result in imprisonment or death.
- The squad will be trained with basic arms and armor for a number of weeks to be determined by the evaluation of the commander. During the training each member earns rations as long as they report for duty and follow their commander. Failure to report three times results in expulsion from the program and the issuing of a warrant for arrest unless extenuating circumstances can be proven.
- After training is complete, an additional six volunteers shall be added to the squad and training of the newest recruits will commence similarly to the first three except the older recruits will aid in the training of the newest members along with the commander.
- Upon completion of the full squad training, 1 commander and 9 members, each squad will be assigned patrols, within the City and in the surrounding areas of the Sunderer's Gate.
- All arms and armor employed by these squads shall be kept at the Helmite barracks and only supplied to the squad when they report for duty.
Crafting and Building (2nd Division)
Using volunteers to serve the City in a manufacturing capacity in the hopes of maintaining the infrastructure of the City and the forging of new wares as well as additional housing. The program shall function as follows:
- Craftsmen of all walks shall be offered the opportunity to participate within the program. Participating craftsman within the program will receive the following benefits: preferential priority for the purchasing of goods and services from those organizations taking part in the program, free escorts by defensive squads outlined above, first priority in requesting space in any new expansion of empire territory, and the ability to receive the volunteers as outlined below.
- Participating craftsman will be supplied with volunteer apprentices with either some rudimentary skill in their profession or desire to learn the craft. Volunteers will work and train for their meals.
- Volunteers will swear a similar oath as the defensive forces and be subject to the same restrictions and penalties as noted above.
- Apprenticeship will continue until the participating craftsman feels their skills are well enough to accomplish basic crafting tasks. Those showing promise of further advancement may choose to continue to journeyman level crafting. Those deemed unfit for further training or choosing not to continue their training shall be employed to continue their rudimentary craft, i.e. fletching arrows, smithing simple weapons, shoeing horses, laying brick and mortar, etc, while freeing up more experienced craftsmen to construct items of higher value and more difficult construction.
- As long as the volunteer craftsman continue to work a wage will be provided to ensure the ability to purchase food and clothing. Goods manufactured by volunteers will continue to benefit their participating patron as they will receive a percentage of the sale price.
- Volunteer craftsmen will be assigned to various projects of city improvement and rebuilding as befits their skill set. Upon completion of each project the project team will receive a bonus and each member will receive commendations for further projects.
