If you are correct that this elven monk of the Black Hand is responsible for it and the other patrols, then it is time he is stopped. Meet with me when I am next in the city, if the description of this elf given by witnesses and you are correct, I may have met him in the past. If this is true then I too have a debt to settle with him, and I always collect my debts.
